BUILDING SECURITY PLAN
DOMESTIC TERRORIST THREAT – DC METRO AREA
OVERVIEW: In the event of a domestic terrorist event in the DC Metro Area, 80 M Street will follow the following procedure.
TENANT ADVISORY: Should such an event occur, the building staff will advise the building by way of the building’s fire alarm system’s public address system. This advisory will state, in effect, that we have been notified that there has been an event in the DC Metro Area and the building will be placed on full security. We will treat any and all sources of information of domestic threats as reliable until it is proven incorrect.
BUILDING EVACUATION: Building management does not anticipate implementing a plan of evacuating the building during such an event. We will, however, obey the directives of local government authorities.
FULL BUILDING SECURITY: This will include the following:
A. The building will be placed on full Datawatch Systems lock down, requiring the use of your Datawatch card for entrance into the building.
B. The building’s HVAC outside air system will be shut down to prevent the introduction of possible contaminants into the building.
C. Tenant owned conference room supplemental HVAC Systems will be shutdown to prevent the introduction of possible contaminants into the building.
D. The parking garage air circulating system will be shutdown to prevent the introduction of possible contaminants into the garage / building.
E. The elevators will be shutdown to prevent the introduction of possible contaminants into the building by way of the elevator shafts.
F. All building exhaust systems will be turned off to prevent the introduction of possible contaminants into the building.
G. The Café HVAC and kitchen exhaust systems will be turned off to prevent the introduction of possible contaminants into the building.
H. The parking garage will be closed; cars may be permitted to exit the garage for a very brief period should conditions permit. Once the garage is secured, the garage doors will not be raised for any reason until competent authorities’ advice that it is safe to do so.
A. In the event that your employees are outside of the building, and possibly exposed to some type of contamination, the building will set aside the ladies’ shower room of the Fitness Center for showering, provided:
1. Your employee must deposit their clothing in the plastic bags which will be provided in the locker room.
2. These bags must be placed in the recycle bins located in the locker room.
3. Your employees’ bags must be tagged with your employees’ name, as the responsibility for their disposal stays with you the tenant.
4. The building does not have a supply of towels, soap, nor replacement clothing for your employees.
5. The men’s restroom will be for the use of non-contaminated personnel.
B. To protect themselves from over exposure, the lobby security guards will not provide admittance in to the building, please have your Datawatch cards available.
C. Please be sure to include in your firm’s emergency plan things which may be important to your employees; ie, water, food, replacement clothing, blankets, towels, medications, flashlights, battery powered radios / televisions, extra cell phone batteries, walkie talkies, etc.
D. No perimeter building door that leads to the outside may be opened except for the front building entrance doors. These doors would include the loading dock doors, the parking garage doors, and the rear exit building door.
E. There will be electricity to the building as long as it is supplied by the utility company.
F. In the event that the public water system is compromised, the water service to the building will be shut off to prevent the introduction of the contaminant into the building and thus attempt to prevent the accidental ingestion of the affected water supply.
G. Building management office: Depending on circumstances, the office may relocate to the Fitness Center.
H. During an emergency, we will only have access to the public address system for a short period of time. The Fire Control room is located outside of the building and may only be accessed by going outside.
I. During the security lock down, please advise your employees that they may only use the NORTH stairwell, which is located towards the Capital Building. The South stairwell, which is located towards M Street, SE, and SHOULD NOT be used as this stairwell has access to the roof and we do not want any accidental opening of either the penthouse roof door or the roof hatch.
